It's a CHALLENGE!
Oh yes he did! Lt.Col. Collins issued this challenge to the Cadets at last nights meeting: "The cadet who gets the most wreaths sponsored will get a special prize from me personally!" He's not telling what it is but he promised it will be "something really special."
